Regional Development Plan : Report Presented

A one-day workshop was convened in Douala on August 28, bringing together stakeholders to discuss key issues

In line with the progress of the Regional Plan for Sustainable Development of the Littoral region, a one-day workshop for the presentation and pre-validation of the draft report on the basic principles and fundamental orientations took place in Douala on August 28, 2025.
To consolidate the economic recovery that began in 2006 with the achievement of the completion point of the Heavily Indebted Poor Countries (HIPC) initiative and anchor it sustainably, Cameroon adopted a long-term development vision in 2009, aiming to become an emerging, democratic country by 2035.
As a result, the one-day workshop in Douala focused on presenting the methodology used while recalling the main results of the diagnosis and territorial foresight of Littoral. It also aimed to present the basic principles and fundamental guidelines of the Region’s territorial planning.
According to the representative of the Minister of Economy, Planning, and Regional Development, Mve Abang Francis Rostand, the first phase of implementing the Vision was operationalized through the Growth and Employment Strategy Paper (GESP), which served as the reference framework from 2010 to 2019. Although the GESP’s results fell short of objectives, Cameroon’s economy experienced sustained growth, rising from 2.9% in 2010 to around 4.2% in 2018. However, this growth hasn’t translated into significant human development gains, with most Cameroonians not fully benefiting due to persistent inequality and exclusion resulting from gender imbalances, urban-rural disparities, and widening wealth gaps.
To address this challenge, Cameroon adopted territorial planning, a process of spatial organization and rational development focused on regional development, sustainability, decentralization, and collaborative management. This approach continues in the National Development Strategy 2020-2030 (NDS30), which aims to transform the economy and develop human capital for inclusive well-being, marking the second phase of Vision 2035.
